    Increased Financial Accountability, BUM Desa Gembala Bombana District Records a Net Profit of 67.9 Million Rupiahs
     
    Village-Owned Enterprises (BUM Desa) that carry out good financial management can become the foundation of the village community's economic movement so that they can become incubators for community businesses, including becoming a pillar of agricultural sector activities in the village. When BUM Desa is able to generate profits, the space to become a public service provider is increasingly wide open. One example is the BUM Desa Gembala, Langkowala Village, Bombana Regency.

    With its operational performance in 2020, this BUM Desa was able to create a net profit of IDR 67,911,453 as shown in the 2020 Income Statements. Because of this, this BUM Desa has become the foundation for agricultural activities in the village. The majority of villagers make BUM Desa a supplier of working capital needs for the agricultural sector through micro-scale credit services. The community, especially farmers, feel very helpful because they are given easy returns, both through the monthly scheme and through the post-harvest scheme. For BUM Desa Gembala, this credit business unit (SPP) has become a mainstay. Based on data from the 2020 Income Statements, the credit business unit contributed 83.85% of the total gross profit of IDR 71,148,067. This performance at the same time reversed the assumption so far that credit business units are always in trouble.

    "We are grateful that the SPP business unit contributed the highest portion of profit to the financial statements compared to other business units," said Sitti Nurkiah, Head of BUM Desa Gembala while showing financial reports processed from CTK (Financial Transaction Records).

    Looking at the achievements of BUM Desa Gembala, especially the achievements of the micro credit business unit (SPP), there are three main supporting factors. First, the level of public compliance to pay is quite high even without collateral. Second, there are social sanctions for residents who are in arrears by announcing the names of those in arrears at places of worship (mosques). Third, the management's commitment to continue to provide financial reports that are more accountable so that they can be easily monitored by parties in the village, including the general public during village deliberation.

    "Here, the people are very obedient in paying installments. Every time we collect a bill, they always pay. Moreover, if they are in arrears, their names will be announced at the mosque," continued Sitti Nurkiah.

    From observations made by the IDRAP team and the team of Government of Bombana (Friday, 5/3), the financial management of BUM Desa Gembala shows a fairly high level of accountability. When a simulation of physical checking of assets is carried out in the financial statements (balance sheet) by taking a sample of cash held by the treasurer (cash) and the balance of money stored in the bank shows the same value as the BUM Desa balance sheet as of December 31 2020. This proves that the financial statements BUM Desa Gembala has been presented quite well, especially for these two account groups.

    From the position of the balance sheet as of December 31 2020, BUM Desa Gembala has assets worth IDR 724,023,972, which comes from village investment capital and accumulated retained earnings. The profit sharing for Village Original Income in 2020 is Rp. 13,852,000. While the profit sharing for the Management is IDR 20,373,000.
